For seascapes at the shoreline I usually aim for shutter speeds of between 1/2 second and 5 seconds. The speed of wave movement, your closeness to the water’s edge and the focal length used all effect the amount of movement and so it’s worth experimenting until you find a shutter speed that suits the mood.
